can alfresco be used as a knowledge management system?

Yes undoubtedly.   Based upon this definition of what knowledge mangement is http://en.wikipedia.org/wiki/Knowledge_management

There's a lot of features provided by alfresco that may help with KM.  Although you will still need some analysis and imagination to map your buisness requirements onto Alfresco.

Here's some quick thoughts.
* The collaborative tools may suit your requirements to retaining knowledge, there's discussion forums and wikis for example. 
* full text search to find related items.   
* The ability to link related articles together.
* a more traditional file folder structure could store policies and procedures docs for example.
* security, workflow and content modeling could all help.
* you may be able to use the RM appliation to keep your knowledge up to date.
