As an admin can i recover deleted files from a regular user and change location?

I am an admin, and lets say one of the regular users dont remember password or regular user is gone...Can i recover a deleted file from his trash can and change location?

I need a license cost information on the 8000, 30000, 60000 members. How can I find it?
