How to add action to UserProfile "Actions" dropdown menu from custom marketplace package?

I would like to be able to contribute a new custom UserProfile action from my custom marketplace package. Currently, it appears my marketplace package must override user_profile.xhtml with my modified copy that includes my hardcoded custom action. Instead, is there a way to define the actions in the existing user_profile.xhtml such that new actions could be dynamically contributed from elsewhere, including my marketplace package?

Yes this screen would benefit from being refactored to follow the style in many other pages, where an action category is now used to list buttons.
