How can I customize the 'Delegate' functionality in Nuxeo workflow to allow task delegation only to members of a specific group or disable it?

I don't believe this feature has any configurable options, so you would be forced to customize it. I would say the best bet would be to not use the OOTB UI at all and instead build a custom action that includes the features that you need, e.g. an action that displays a dialog with supporting automation to handle the necessary group filtering. This way you can hide this action using a nuxeo-filter as well.
