Commons Mail version 1.5 say "newer version, see REPO-3133" where i can find this reference ?

I'm trying to full migrate all javax to jakarta, but it's semme version 23.1.0 (tag 23.1.0.255) still use javax.email with commons-mail version 1.5 .

There is a comment on the pom.xml "newer version, see REPO-3133", where i can find this issue with id REPO-3133 ?
