Inside a particular site you can create one temporary folder in which other user will be able to access it and will be able to upload the document.

You create one dashlet which will list down the documents which are there in temporary folder.Create a table in dashlet and have 3-4 columns in dashlet.Last column will contains the action for approval and rejection.Second last column can have a drop down of folder in which a document will be move if the document is approved by manager.On rejection you can delete the document.

When ever the site is created , some systems group are getting created with site.For site Managers as well there will be some internal group created.For controlling visibility of dashlet below link will help you.You can specify that site manager group in dashlet configuration.

Maybe you can consider using content rules and simple workflow approval.
