Alfresco has a concept of workflow packages which can (temporarily) be used to expose a document to workflow participants outside the scope of a site. This would need some initialisation logic in the process to copy/move the file to the bpmackage, as well as conclusion logic to move/copy it back. Also, permissions should be added on the package to ensure only the participants have access to it.
