I am Applying it etc.
let me be clear, when i go back in to edit the JAVA_HOME Variable the changes i made are there.
its in the system when i hit
Echo %JAVA_HOME% and that is where there are no changes.
there were some java exe files in the system32 folder which i deleted.

Please Help

I'm sorry but these are pretty basic Java questions, not related to Activiti.

so the problem i'm having is of course when i run the Startup.bat

I assume you means Apache Tomcat (regular Apache is a web server for html and php, etc)

the other problem i'm having is i'm going in the Settings where i can change the JAVA_HOME Variables

It's been a long time since I've been on windows, but do you change them in the settings -> environment variables?
If the JAVA_HOME isn't set correctly, Tomcat will indeed not boot up.
