In addition to nightly builds, the dynamic models feature is now also part of Alfresco 2.9 Community labs:

e.g. for Windows, you can download Alfresco ECM as: AlfrescoCommunity-2.9.0dev-Setup.exe

In terms of "Deploy Process Archive", I assume you're referring to Workflow Process Definition XML rather than Task/Content Model XML ? If you would like to dynamically deploy the latter, then this will need to be done using the Alfresco Web Client and/or corresponding Repo Admin console (via Company Home -> Data Dictionary -> Models space).
