Most servlet URLs such as external access URLs won't work in any portal environment (jbossportal, liferay portal…). They can probably be made to work, but it will require a fix. Raise it in JIRA and if enough people want it…

FYI the Liferay bundle including Alfresco 1.4 was created and maintained by the Liferay people.

And if i wnat to refer to a file in Alfresco from a liferay content portlet what can I do?

You can refer directly using DownloadContent links (such as /download/direct/…) but ExternalAccessServlet URLs will not work in the portal. There is no way to do this in the portal at present without some additional work.
