Can you connect locally to mysql server?
Can you connect remotely to mysql server from others environments?
If answer on the first question is 'YES' and on the second is 'NO' you probably did not allow mysql user remote access to database server. You can do it, for example, by MySQL Administrator (in version 1.2.10 select user you use for the connection, right click and use context menu, you can use '%' character to define any host)
