found one mistake - I had mistyped the resources directory so the diagramme file is being included in the jar

The following now works to deploy the workflow

   repositoryService.createDeployment().addInputStream("registercv.bpmn20.xml",
      ClassLoader.getSystemResourceAsStream("diagrams/registercv.bpmn")).deploy();

What is the best practise?

It better to use the application classloader rather than the system class loader to find your process definition files. ie MyClass.getClassLoader().getResourceAsStream();
