This is really one of the most important feature Alfresco is missing.
As long as there's no quota management possible, we can't use Alfresco user home spaces.

any progress with this feature?

I agree, it would be a great feature. Why don't you write up what features you would like to see as a part of it here and we can kick it around here in the forums. Once there is some agreement we could start a forge project.
