It's not "enforced", in the same way that your company purchasing the correct number of Office or Windows licenses is not "enforced" or you paying for music you download etc.&lt;/SPAN&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;SPAN&gt;So yes if you have 10 individuals using the system you should have 10 user licenses.
