I think there are limitied capabilities for this:

Although if you really talk about inter-portlet comunication inside portal, things may be more complex.

The current spec for portlets does not allow for cross-portlet communication, although apparently the new portlet spec does.

Some portal vendors provide a proprietary way of doing it or you can always use the portlet session object.
