create user with case sensitive names in 4.2.c

I am using 4.2.c with all default setting. The database is postgres. It seems that user name is case insensitive. My requirement is to create users which allow case sensitive name. Tom and tom should be two different user.Is there a way to config?

in repository.properties file, set
user.name.caseSensitive=true
