Yes, you can do this if you write your own workflows. Timers are very flexible.

I think you mean you want to set metadata values and have those values be written into a document. You'll have to use an add-on or write this yourself. Here's an example of an add-on that may work: http://addons.alfresco.com/addons/metadata-writer.

Yes, one way to do this is by adding a rule on a folder.
