I am sorry, but I still don't understand your question.

By tree, I think you mean hierarchy. But there are multiple ways to understand your sentence.

* You want to create a hierarchy of permission groups
* You want to create a hierarchy of permissions
* You want to create a hierarchy of folders and apply permissions to different levels of the hierarchy

The first one is "yes" and here is the doc:

The second one is "custom permissions and roles can get really complex, but I don't know if they will do exactly what you are asking for"

the requisite is:
- define within the site’s document library a hierarchical document organization, that is a folder tree.
- assign to some/each folder different permission; in this way – logging to the site with different users - we can see the difference in viewing the document library
