As Far as I know it is related to Record Management Module of Alfresco where for each record there is predefined life cycle which document will follow with the help of on the scheduler running in the back end. So, It is nothing but set of predefined rules for the contents (specially Records) which fix the lifecycle of those records.
Feel free to correct me I have very limited exposure into this.

I am trying to figure out a content archiving strategy for DM or WCM but not for RM and got alfresco forum post.

Do you have any idea about policy driven storage in DM?
