First Que–> Is it simple or advance workflow?
Second–> If advance wf then JBPM or Activiti?
Third–>> Moving the doc through code? yes then post that piece of code

If you add that group as content contributor then it will solve your issue.
As per the permission metrix of alfresco contributor can upload and view the document but cannot edit that.

Thank you very much..

I got the problem solved. As you suggest i added the user as contributor and one folder is keep with no permission to anybody, only for site manager. When the user upload and started the workflow the document goes to another folder where, there is no permission restrictions. But in the second stage of the workflow the document goes to the folder where the permission is restricted for the site manager. So the normal user can't proceed with the workflow in the second step.
