The Alfresco Cloud API should only be a couple of months away. It is CMIS for things CMIS can do and Alfresco-specific API calls for everything not covered by CMIS. If you need to start development now, use CMIS against a local repository. Then, when the Cloud API launches, grab an API key, change the service URL to point to Alfresco cloud, and you should be very close.

Thanks Jeff, Alfresco in the Cloud will probably be perfect for this, if the price structure is flexible.
