i found in logs line:

why alfresco-global.properties file is not loading from /opt/weblogic/user_projects/domains/alfresco ?

SOLVED

I've moved config file to

/opt/weblogic/user_projects/domains/alfresco/apps/alfresco.war/WEB-INF/classes/alfresco/module/test/alfresco-global.properties

and its working.
