Could you please explain why the expiry date is declared as mandatory if all nodes of this type does should not have a date set?

The user (the person whom I am trying to give DM) thinks that his documents should have this date set field as mandatory
And he wants in that way.
End users or decision makers demands such a scenario

Well, your best option is probably to set the Date to something way off in the future and do that with a behaviour or a rule where a custom javascript gets executed upon the creation of this type.

Here is an old thread that mentions something similar using the "behaviour" way.
