I must say, it's really complex in my opinion. We did this also for a case in Microsoft Sharepoint 2010 and that also wasn't out of the box but less complex. On the other hand I've to admit that in Alfresco there is a lot customizable. Our Enterprise Edition improves on the situation somewhat because it includes JMX which means some of the subsystems can be configured from within the user interface without requiring a restart of the server.
