Yes, you can evaluate Alfresco ECM to manage content and then implement a custom front end application.
Or you can install Alfresco WCM extension and then you tools to deploy directly the entire site in all the front-end web servers / application servers.

(b) After we develop the web content how do we deploy the content as the companies web site ?

There is a tool to deploy in remote server all the website (only using Alfresco WCM).

© Can Alfresco be used to host a companies web site or should we consider something like Joomla ?

Yes, but not in the same way as Joomla. There is Alfresco Web Studio to create easily sites, but it is released only in the community version and in the community version of Alfresco WCM. Alfresco Web Studio is a new tool.
