Import Button is disabled in Records Management Fileplan

We have successfully entered our fileplan for our records management site into Share on our production server. We haven't yet added any disposition steps to the categories. We then successfully exported the full fileplan to an .acp file with the intention of importing the same fileplan into our test

I should also add that we are using Alfresco Enterprise 3.3.1

I figure this out. I added the user who is trying to import (myself) to the group "Records Management Admistrator", and the "Import" button became available.
