Check out the code for inviting external users to the Share sites. You can customise that to let people self register.

Can you kindly say me the file name to get the code for inviting users in share war.
Then for registration purpose, I need to create a new form… for that do I need to proceed with something like form development kit?

you could simply create a webscript for registering users, and have a form post the user data to it.
