Your best bet is to go with the Surf Starter WAR.

ant incremental-surf-starter‍

This creates the starter WAR file which includes example components and configurations. Alternatively you can download the WAR file here - http://www.benh.co.uk/wp-content/uploads/2009/02/surf.war. Please be aware this was built on 09 Feb and may have changed since then, so building from source is reccomended.
