I moved the file wcm-bootstrap-context.xml to the Alfresco extension directory. for tomcat the directory is at: (Windows) C:\Alfresco\tomcat\shared\classes\alfresco\extension and I restarted the Alfresco Server, After restarting I checked that the WCM installation is not successful.
