Is there a way to interact with Alfresco Share sites via webscripts? If so where is it documented?

Yes, because that's exactly how Share does it.

Rather than going through wiki pages, it would probably be more beneficial to get the Share source code and have a poke around at how we do it.

Mike,

So I got the site creation working when I directly call the Alfresco '/api/sites' service. The only thing I noticed is that it does not create the Share layer so that it is available there. So I attempted to '/modules/create-site' service that lives within Share and I got a 401 error. Is there any other way to create the WebUI layer in Share?
