I am creating a wcm xform for complex page which holds a lot of information. The generated form when a user creates content using the webform is very large and complex. It is a master page that is updated regularily by different users who want to be able to quickly get to the section of the xform

AFAIK this is not possible with the current Forms service implementation. You can either extend the forms implementation to include this functionality or just use the Alfresco Wizard framework to author the content in WCM. You can of course edit the content using WCM forms once it has been authored.
