When I access this property via the Edit Properties page, it shows up as a drop down box with list of values declared in the constraint along with an add button next to it. Would you mind posting the code how to create the drop down box where you can select from the list. I an trying to do the same thing using a custom aspect.

If you would like me to post the code, let me know but my code is really all from this following post with things just renamed for our businesses.

The following post describes how to create a custom constraint that dynamically retrieves items from database table. If you put the constraint on your custom aspect property, when you then add that property to the property sheet for a piece of content (and customize the web-client-config-custom.xml to show the property), it will automatically create a control in the Web UI that includes a drop down box and a "Add to List" button with the ability to add items from the drop down list or remove them from the items selected.
